FAA Legal Opinion Regarding Pilot Compensation at Balloon Events

Below is a letter from Mr. Neil R. Eisner, Acting FAA Chief Counsel, in regards to private pilots receiving compensation at balloon events.  This opinion was made in 1977 at the request of Ms. Tucker Comstock.  To our knowledge, this is the only legal opinion that has been issued by the Office of Chief Counsel on this question.
